HR & Administration Manager
This Role:
Position Objective
The Human Resources & Administration Manager (“Manager”) sets the strategic human
resource and administration direction, programs, and processes designed to attract, retain,
and motivate “Ideal Team Players”. This position is responsible for ensuring that the offices
in the Generations Christian Education (“Generations”) family are operationally efficient and
effective; providing a perspective on growth and expansion; and supporting and sustaining a
collaborative culture at Generations and its Schools and the mission, vision, and values of
Generations.
Description
The Manager will develop a thorough understanding of the offices’ requirements regarding
human resources and administrative functions. The Manager partners with the Senior
Leadership Team (“SLT”) to identify talent gaps and address staff needs. The Manager is
responsible for the effective and equitable administration of all compensation and benefits
programs and directly oversees all offices’ human resources and administrative functions.
The Manager possesses excellent decision-making, strategic thinking, leadership,
interpersonal, and ethical conduct skills.
Reporting Line
The position holder reports directly to the Director for Development and Administration or
their delegate.
Responsibilities
The Manager will work closely with the SLT and collaborate with the Finance Manager.
Specific responsibilities for managing and completing a wide range of human resource and
administrative functions include, but are not limited to:
A. Leadership
• Oversight of departmental employees and corresponding function staff at the Schools,
including performance management of HR and administrative employees.
• Continuous improvement and management of Human Resource Information Systems.
• Effective communication to ensure compliance and consistency of office practices and
policies throughout the Generations group.
• Ensure compliance with all employment-related laws, including, but not limited to, the
Employment Ordinance and Immigration Ordinance.
• Effective interface with all levels of the organisation to coordinate and oversee all
people-related and office management activities.
• Ensure administrative systems and processes are highly reliable, finely tuned, and
effectively delivered with an aim towards pro-action rather than reaction.
• Remain abreast of current industry standards and best practices for not-for-profit
personnel management and administration.
B. Attract, Retain, and Motivate “Ideal Team Players”
• Create and continuously improve job functions and descriptions.
• Continuously improve and manage personnel policies.
• Take a leading role with staff and management to facilitate staff development and training
opportunities.
• Develop, revise, and recommend improvements to personnel policies and procedures.
• Provide consultative services to work teams to help resolve employee performance
management issues. Develop and provide training for leaders in this area.
• Develop practical staff performance management tools for leaders.
C. Staff Compensation and Benefits
• Conduct benefits and compensation surveys to assess the overall competitiveness of
Generations group programs.
• Ensure best practices in benefits administration and staff compensation are duly
considered by the SLT.
• Develop, analyse, and plan the group’s benefits and compensation budget.
• Perform all-round HR functions, e.g., payroll, MPF, employer’s returns, medical, etc.
D. Administration
• Identify relevant insurance products to ensure Generations and its Schools’ risk exposure is
adequately covered.
• Serve as administrative function team leader, coach, and advocate for all administrative
staff at Generations and its Schools.
• With the support of Principals, manage employee compensation cases/claims and
concerns.
• Monitor the Generations group’s compliance with relevant Hong Kong Ordinances and
Government Agencies (including the Education Bureau) requirements.
• Continuously improve the group’s handbook on policies and procedures
• Manage the full spectrum of daily office administration and procurement functions
E. Other duties as necessary and related.
Accountability & Extent of Authority
The position holder must ensure that they operate according to the specific objectives and
strategies determined for the effective management of Generations and its Schools’
resources, and that decisions made by the position holder are subject to review by the Chief
Operating Officer or their delegate.
